Marion bar owner, James R. Frank II, is facing charges for alleged gambling in the Frosty Mug on South Prospect Street. Frank was indicted last month on one count of gambling and two counts of operating a gambling house. The charges were from alleged cash payouts on machines. Two machines were seized as a result of the investigation. Administrative violations against the bar were also issued, which could count against the standing of the bar’s liquor license
